AREAS UNDER SPECIAL MEASURES! NEC – New Member Astounded by Excuse Why Not Accepted

XXXXXX : I was told labour wouldn’t accept me as a member until I prove who I am because my whole borough is on “special measures” so I am now unclear if I will be able to even pay the £25 and vote or if anyone else who lives in my area can!! Could mean thousands of people!!
Where will this idiocy go and when will it stop?
